As we stated in the proposed rule, we believe requiring hospitals to encode the ( median allowed amount in the circumstances described in 180.50(b)(2)(ii)(C), rather than the estimated allowed amount, defined as the average dollar amount that the hospital has historically received from a third party payer for an item or service, would improve the public's ability to better understand, and, therefore, more meaningfully use, payer-specific negotiated charges, and would make such charges more comparable across hospitals
